Ukraine Strikes Ryazan Oil Refinery After Announcing Resumption of Attacks

The Ukrainian Defense Forces attacked the Ryazan oil refinery in Russia overnight on October 15.

Pavel Malkov, governor of Russia’s Ryazan region, confirmed the attack.

The drone strike sparked a fire at the oil refinery.

The Ryazan oil refinery is owned by Rosneft, one of Russia’s largest oil companies. It is one of the country’s largest refineries, with a capacity of around 17 million tonnes of crude oil annually.

The refinery has four primary oil processing units, plus equipment to refine crude oil into fuel and other petroleum products.

The oil refinery has been targeted by Ukrainian attacks several times.

On the morning of September 6, 2026, Ukrainian drones struck the Isomalk-2-LIN-800 low-temperature isomerization unit, which processes pentane-hexane fractions.

This unit is critical to the Ryazan oil refinery’s production process. It converts low-octane straight-run petroleum fractions into a high-octane gasoline component.

This allows the refinery to produce high-grade, environmentally compliant motor fuels, including Euro-5 gasoline, without adding harmful additives.

The attack came after Ukraine observed a three-day energy truce proposed by Donald Trump and refrained from striking Russian oil refineries. However, Russia continued to attack Ukrainian energy infrastructure, prompting Ukraine to resume its strikes.

President Volodymyr Zelensky stated that Ukraine is no longer bound by any restrictions on such attacks.

Meanwhile, the President said Ukraine could agree to another pause in strikes on Russian energy infrastructure, even if Russia continues attacking Ukrainian facilities. However, Kyiv would require the United States to provide additional interceptor missiles for Patriot air defense systems in exchange for the pause.
